To answer your question about Photoshop, I had to take a 2 year course on how to use the program in highshool. I know Photoshop inside and out, thats probably why Im so good with it (and probably why it tests my paitence hahah). Also, the background wasnt made with Photoshop at all. It was made with a rather easy to use freeware program called Apophysis. Apophysis is a flame editor, it makes all the cool looking designs in the background. Yay! Now to answer your second question my friend, MiniTokyo has a lot of somewhat strict standards when it comes to submitting wallpaper and artwork. I've even had wallpapers deleted off the site because of some odd reason or another. When they delete your wallpaper, whomever deleted it usually gives you a brief description as to why it was removed and ways you can fix the submission to re-post it without it getting removed. Ah, but if you're confused about MT3's new way of handling submissions, its actually rather easy!
All you have to do is "browse" the catagory you would like to submit your wallpaper to. In the left column will be options starting with the word "submit". You'll want to choose one of them depending on what you want to submit...and the rest is cake! If I can help you with anything else, need to elaborate on anything more or even simplify this post for you, I will glady do so...anything to help a fellow MTer in their time of need. ^_^ Take care!
